“ Other Relevant Data The detainee repeatedly stressed the only reason he supported the Taliban was because he thought they were good Muslims. The detainee sustained multiple injuries as a result of the United States bombing campaign in the mountains surrounding Jalalabad, Afghanistan. The detainee was taken to a hospital in Jalalabad, Afghanistan, where he was eventually detained by United States forces. 4. The following primary factors favor release or transfer:
a. The detainee claims training was only a prerequisite to obtaining employment in the country of Afghanistan. ”

“ The Administrative Review Board (ARB) determined ISN 588 continues to be a threat to the United States and its allies. In reaching this determination, the ARB considered both classified and unclassified information. ”

“ The detainee is a former Taliban Interior Minister and was the commander of Taliban forces that took Mazar-e-Sharif in 1996.
Detainee (through translator) : I have a question. I was the minister of Interior, I was the commander of the Army, I was the spokesman for the Taliban, and later it will state that I was shipping weapons as well. If you look at the dates, I had four jobs at the same time. So, which one is it? The jobs are very different. Shipping weapons is done by low ranking people and being Minister of Interior is a very high-ranking position. They don't add up. ”

“ Al Salaam is a close associate of al Qaida commander Abd Al Hadi. Al Hadi Al Iraqi is one of Usama Bin Laden's closest commanders and the person in charge of al Qaida fighters in the Afghani Northern Front. ”

“ While staying at Bari's residence, the detainee met with Abdul Manan, the Governor of Kabul. d.Intent The detainee has encouraged other detainees to cause problems, including making noise, not eating, killing themselves, not showering, and pushing the door during a search. e.Detainee Actions and Statements In 1994, when the Taliban started their rise to power, the detainee traveled from Pakistan to Afghanistan and lived in Spin Boldak, Afghanistan. In 1998, the detainee shipped weapons captured by the Taliban to Khandahar, Afghanistan. ”

“ The Enemy Combatant (EC) declined to attand that ARB was convened and conducted its proceedings without the EC present. The Designated Military Officer (DMO) presented the unclassified summary, both in a written form and with an oral summary of the unclassified factors. ”

“ Around August of September of 2001, the detainee flew from Jeddah, Saudi Arabia to Dubai and on to Karachi, Pakistan. He purchased a round trip ticket for about $300 United States Dollars.
6. Al Makki picked up the detainee at the airport in Karachi and took him to a rented room where he stayed for two days. Al Makki eventually bought tickets for him and the detainee to fly to Quetta, Pakistan.
7. The detainee and Al Makki ultimately made it to Afghanistan, via Spin Boldak, Kandahar, Kabul and then Konduz. ”
