“ After the reading of the Constitution, the Assembly shall proceed to vote thereon viva voce, upon the calling of the roll. A vote of two-thirds of all the members shall be necessary for the ratification or rejection of the Constitution. In case the necessary vote for ratification or rejection is not secured at the first voting, further voting shall be had until said vote has been secured. The Assembly shall not adjourn until it shall have cast the vote necessary either for ratification or rejection. ”
