“ In 1793 he was employed in breaking up the Federalist movement in Normandy, but he was arrested by the Federalist authorities of Caen, and only released in July 1793 after the defeat of their forces at Vernon. On the 14th of August 1793 he became a member of the committee of public safety, where he allied himself closely with Lazare Carnot in the organization of national defence, being especially charged with the provision of the munitions of war. ”
