“ No Senator or Member of the House of Representatives may hold any office or employment in the Government without forfeiting his seat, nor shall any Senator or Member of the House of Representatives, during the time for which he was elected, be appointed to any civil office which may have been created or the emolument whereof shall have been increased while he was a Member of the Congress. ”
