Even should this rule allow any exceptions, which is not the case, such exceptions would be quite impossible just now, as those who have supported McKinley, not as his party associates, but as independents, should consider it a point of honor to ask no favors of the Administration either for themselves or their friends. I must therefore strictly adhere to my rule not to meddle with appointments to office—unless the Administration were to ask my opinion in some special case—which is hardly probable.
