“ The amendments made with respect to items 470.15, 470.18, 470.25, 470.55, 708.51, 708.52, and 725.38 by Section 1 - 102 of this Order shall be effective as to articles that are both (1) imported on or after January 1, 1976, and (2) entered, or withdrawn from warehouse for consumption, on or after October 17, 1980, and as to which the liquidations of the entries or withdrawals have not become final and conclusive under Section 514 of the Tariff Act of 1930 (19 U.S.C. 1514) . ”
