“ The function vested in the President by section 1110 (b) of the Act of entering into agreements with developing countries is delegated to the Director of the United States International Development Cooperation Agency, and this function may be redelegated to the head of any other agency. This function shall be exercised in accordance with section 112b of Title I of the United States Code and applicable regulations and procedures of the Department of State. ”
