“ By the authority vested in me as President by the Constitution and laws of the United States of America, including section 5317 of title 5 of the United States Code, and in order to place an additional position in level IV of the Executive Schedule, section I-101 of Executive Order No. 12154, as amended, is hereby further amended by adding at the end the following new subsection:
