“ Each executive department, independent establishment, and emergency agency shall file with the Director of the Bureau of the Budget a functional organization chart, indicating its various existing bureaus, divisions, sections, etc., and containing a description of the functions respectively performed, and shall file such additional charts from time to time, as may be necessary to show all changes made therein. ”
