“ Claims for retirement benefits payable by the Government Service Insurance System (GSIS) , shall be processed and paid in accordance with existing policy and procedure of the system; and Action on claims for retirement benefits payable by the respective offices and for the money value of accumulated vacation and sick leaves shall be temporarily held in abeyance paying the determination of the total amount required to pay the same and the funds that are available and that should be generated for the purpose. ”
