“ The Five-Million-Peso Fund shall be placed at the disposal of the Armed Forces Ladies Cooperatives Stores, who shall administer the Fund, and utilize it for the management and operation of a commissary and PX facilities in the military establishments all over the country for the benefit of the veterans, their widows and orphans, and the members of the Armed Forces of the Philippines and their dependents. ”
