“ Whereas, by Proclamation No. 889–B, promulgated on September 18, 1971, the suspension of the privilege of habeas corpus was lifted in certain areas of Luzon and the whole of Visayas, and by Proclamation No. 889–C, promulgated on September 26, 1971, the suspension of the privilege of habeas corpus was also lifted in certain areas in Mindanao; and
Whereas, consistently with the requirements of public safety and national security, the suspension of the privilege of the writ of habeas corpus may further be lifted in other areas. ”
