“ To enact such legislation as may be necessary to provide for the raising of additional public revenue by the levy of an occupation-license or privilege tax upon the privilege of engaging in the business or occupation of refining, heating, cracking or distilling petroleum, petroleum oil, oils or other minerals, and to provide for the levy of such license or privilege tax upon the privilege of engaging in the business or occupation or otherwise manufacturing products out of petroleum, petroleum oil, oils, or other minerals. ”

“ By virtue of the authority in me vested by Article V, Section 14, of the Constitution of Louisiana, I, Huey P. Long, Governor of Louisiana, do hereby convene the Legislature of Louisiana in extraordinary session at the State Capitol, in the City of Baton Rouge, for a period not to exceed eighteen (18) days, beginning at eight o’clock p. ”
