“ Galicano Apacible, governor-elect of Batangas, is ineligible to hold said office, pursuant to the provisions of paragraph eight of section twelve of Act Numbered Fifteen hundred and eighty-two, as amended, the Honorable W. Gilbert, judge of the Court of First Instance at large, is hereby directed to make an investigation for the purpose of determining the eligibility of said governor-elect for said office, giving him opportunity to present evidence in his behalf, and to submit his report to the Governor-General at the earliest opportunity, together with the evidence taken. ”
