“ In accordance with the provisions of the Organic Law of the State Council, readjustment and establishment of the component departments of the State Council shall be subject to examination and approval by the National People's Congress. The establishment of the State-owned Assets Supervision and Administration Commission, the China Banking Regulatory Commission and the State Food and Drug Administration and the readjustment of the structure of the State Administration of Work Safety shall be subject to examination and approval by the newly formed State Council. ”
