“ EARMARKS.— Of the aggregate amount appropriated under paragraph (1) for title I for each fiscal year— (A) $2,000,000 shall be made available to carry out subtitle G of such title in each such fiscal year; (B) not less than 30 percent shall be available to carry out subtitle B of such title in each such fiscal year; (C) not less than 30 percent shall be available to carry out subtitle C of such title in each such fiscal year; and (D) not less than 30 percent shall be available to carry out subtitle D of such title in each such fiscal year. ”
