“ The department shall apply, within six months of the effective date of this act, to the United States Environmental Protection Agency for such approval as is necessary to implement the provisions of section 1 of this act. 6. This act shall take effect immediately, but those provisions requiring federal approval shall remain inoperative until that approval has been obtained in accordance with section 1 of this act. ”

“ No person may discharge sewage from a watercraft into any coastal water area designated as a "no discharge" area by the Administrator of the federal Environmental Protection Agency pursuant to an application filed by the Department of Environmental Protection in accordance with 33 U.S.C. §1322.
