“ In 1859 he was appointed to the political department of the India Office. In 1860 he was called to the bar at the Middle Temple, and also made Secretary of Legation at the Court of Persia. He returned to England in 1863, in the same year publishing "The Journal of a Diplomate." In 1864 he went to Venezuela as commissioner for settling a loan to that Government. ”
