“ The term of office of any Senator who would but for the passing of this Act have vacated his seat owing to effluxion of time before the thirty-first day of October, 1920, is hereby extended to that date. Short title. 3. This Act may be cited for all purposes as the Constitution of the Senate Act, 1920. ”
