“ In accordance with the Supplemental Appropriations Act, 1985 (Public Law 99-88; 99 Stat. 293, 310) , Executive Order No. 12496 of December 28, 1984, is amended by replacing Schedule 7 attached thereto with the corresponding new Schedule 7 attached hereto. The rates of pay so established are effective on the first day of the first applicable pay period beginning on or after January 1, 1985. ”
