“ By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows: Section 1. Policy.It shall be the policy of the United States to: Sec. 2. Definition.For purposes of this order the term "ocean-related matters" means matters involving the oceans, the Great Lakes, the coasts of the United States (including its territories and possessions) , and related seabed, subsoil, and natural resources. ”
