“ Character of labor None but careful and experienced workmen are to be employed upon the various portions of the work, and any workman or foreman so employed who shall neglect or refuse to follow the directions of the Engineer, shall, upon notice to the Contractor, be discharged, and shall not again be employed upon the work. ”

“ Foreman The Contractor will keep employed upon the work at all times a competent foreman, and any directions given by the Engineer to said foreman, or in his absence to any workman who appears to be in charge of the work, shall be valid and binding upon the Contractor, the same as if given to him in person. ”
