“ Capital Investment Grants.— Section 5338 (c) (6) of title 49, United States Code, is amended to read as follows: ` (6) $2,000,000,000 for fiscal year 2011.'. (c) Research and University Research Centers.— Section 5338 (d) of title 49, United States Code, is amended— (1) in paragraph (1) — (A) in the matter preceding subparagraph (A) by striking '$29,619,000 for the period beginning October 1, 2010 and ending March 4, 2011,' and inserting '$69,750,000 for fiscal year 2011'; and (B) in subparagraph (A) by striking 'fiscal year 2009' and inserting 'each of fiscal years 2009, 2010, and 2011' ”
