“ Application These Byelaws shall have effect within the [area of the Thames Regional Flood Defence Committee of the National Rivers Authority] for the purposes of their functions relating to land drainage.3. Definition and interpretation In these Byelaws, unless the context otherwise requires, the following words and expressions shall have the meanings hereby respectively assigned to them, that is to say: Act means the Land Drainage Act 1976 [1] ; Area means the area of the Authority for the purposes of their functions relating to land drainage; Authority means the Thames Water Authority [2] ”
