The Transitional Constitution of the Republic of the Sudan… (2005)

There shall be established at the National, Southern Sudan and state levels, prison services whose functions, terms and conditions of service shall be prescribed by law,
(b) Prisons are correctional and rehabilitative institutions; treatment that is cruel, inhuman, degrading of the prisoners’ dignity, or that may expose their health to danger shall be prohibited and punishable by law.
