“ Article 7 The two High Contracting Parties, desiring to achieve the maximum cooperation in the cultural, intellectual, scientific and educational fields, agree subject to considerations of security and public order in their respective countries :
(a) to promote the exchange of educationists, scientists, teachers, students, study groups, artists and representatives of social, and cultural organisations; (b) to promote the exchange of the findings and results of scientific and general research ”
