“ After the effective date of this ordinance all fishing rights within Korean waters will be exercised in accordance with regulations issued by the Bureau of Agriculture and Commerce of the Government of Korea. any person violating the provisions of this ordinance, shall, upon conviction of a Military Occupation Court, suffer such punishment as the court shall determine. This ordinance is effectice upon its publication in the Officaial Gazette. ”
