“ PERSONS ENTERING OR LEACING KOREA
SECTION I. All persons, except those enumerated in Section 5 hereof, who desire to leave Korea for any reason are required to obtain a Letter of Identity to authorize travel outside Korea.
SECTION II. Letters of Identity will be issued by the Foreign Affairs Section of the Secretariat of the Military Government of Korea. The Foreign Affairs Section is hereby authorized to implement this ordinance by regulations to insure : a. That all requirements for entry of the nation or nations which such person is to visit are met. ”
