“ INCREASING FINES
SECTION I. All existing provisions of law and regulatory measures which fix or impose a monetary fine for the violation thereof, are hereby amended so that each monetary fine is increased five (5) times ”

“ In a case where a fine or net fine is pronounced, the accused shall deposit the amount immediately. if he does not do so, he shall be held in custody for a term calculated by converting yen twenty five (¥25) into one day and for this purpose any amount less than ten twenty five (¥25) shall be taken as one day. ”
