The detainee stated the mission of the new cell was to terrorize the foreigners out of Afghanistan and then topple the new government through the killing or hurting of all foreigners. The detainee stated that during a meeting he attended for the new Taliban cell, the detainee was tasked with finding anti-American Afghanis who could conduct small operations against American soldiers. ”
