United Nations Verification Mission in Guatemala, MINUGUA: Renewal of mandate report… (2000)
“ I reiterate the importance of fully implementing the Agreement on the Identity and Rights of Indigenous Peoples as a central pillar for achieving lasting peace in Guatemala. The historic discrimination and exploitation of the indigenous population has adversely affected the exercise of their political rights, thus undermining their participation in the democratic endeavour of consolidating the peace-building process. The construction of national unity, based on the multicultural, multi-ethnic and multilingual character of the country, is essential. ”
