A source said that the detainee decided to create a fighting unit comprised predominantly of Iraqis and ethnic Arabs from within Afghanistan. The detainee intended to sell the unit's services to the highest bidding warlord. The detainee would promise them food, clothing, housing, transportation and documentation if they would join his unit. If they refused, the detainee turned them over to the Taliban as spies and subsequent imprisonment and torture. A source said that the detainee assembled a group of fighters that he had recruited from the village of Kashilibad, Afghanistan.
