“ Shulchan Aruch Orach Chaim 561 The law of one who sees the cities of Yehuda and Jerusalem and the Temple in their destruction דיני הרואה ערי יהודה, וירושלים, והמקדש בחורבנם 561:1 One who sees the cities of Yehuda in their [state of] destruction, says: "Your holy cities have become a desert" (Isiah 64:9) , and rips [his clothing] .
