“ This officer has passed the greater part of his professional life on the Halifax station. He was there made lieutenant by the late Hon. Sir George C. Berkeley, into the Triumph 74, Captain Sir Thomas M. Hardy; and it was there that he obtained the rank of commander, for his gallant conduct as second of the Shannon frigate, at the capture of the U.S. ship Chesapeake, June 1, 1813 [1] ; since the peace, he has served there, as captain of the Niemen 28. ”
