“ Pursuant to the customary practices of the democratic regime of government of Thailand with the King as Head of State, discrimination against persons on the basis of different physical conditions is forbidden. However, the provision of section 16 (6) of the Bangkok Metropolitan Administration Act, BE 2528 (1985) , gives rise to such discrimination and ought to be amended in keeping with the Constitution of the Kingdom of Thailand. ”
