“ Any person who is otherwise qualified for election, but who Qualification has entered into residence on or before the twenty-fifth day of March, one thousand eight hundred and ninety-five, shall be eligible for election at the parish council elections of the year one thousand eight hundred and ninety-six, notwithstanding that the period of residence is under one year, and if so elected shall be held to have been duly qualified. ”
