“ The exploration and use of outer space shall be carried on for the benefit and in the interests of all mankind. Outer space and celestial bodies are free for exploration and use by all States on a basis of equality and in accordance with international law. Outer space and celestial bodies are not subject to national appropriation by claim of sovereignty, by means of use or occupation, or by any other means. ”
