“ We the justice of the Supreme Court of the Commonwealth of Pennsylvania hereby certify to his excellency Thomas Mifflin, Esquire, Governor of the said Commonwealth that we have perused and examined the foregoing instrument and that it is our opinion that the objects, articles and conditions therein set forth and contained are lawful, witness our hands January 23, 1794. ”

“ That all persons contributing to the establishment of the said Academy and Library shall on their request be included in the association and act of incorporation, and shall yearly and every year on the first Tuesday of October, elect by ballot nine persons, inhabitants of the said county of Washington to be Trustees of the said Academy and Library. ”

“ The principal and professors, or a majority of them, shall be called and styled the faculty of the College, which faculty shall have the power of enforcing the rules and regulations adopted by the trustees for the government of the pupils, by rewarding and censuring them and finally by suspending such of them as after repeated admonitions shall continue refractory, until the determination of a quorum of trustees can be had ”

“ Section VIII. Be it further enacted by the Authority aforesaid, That five thousand Acres of Land together with six percentum allowance for Roads be laid off and surveyed within the unappropriated Lands of this Commonwealth, be, and they are hereby granted to the Trustees of the Washington Academy in the County of Washington, to have and to hold the same to them their successors and assigns forever. ”

“ RESOLVED, That the Speaker of the House of Representatives appoint a select committee consisting of seven members, four from the majority party and three from the minority party, to study, investigate and report to the House on the recruitment and membership retention techniques and fund-raising practices of the Unification Church and the other entities alluded to in the foregoing and the possible need for remedial legislation ”

“ The business of the said corporation shall and may be transacted and performed by the majority of a meeting of at least eleven of the trustees appointed by this act, and their successors duly elected, notified, called and convened as aforesaid, and not otherwise. If any trustee shall accept or take any charge or office under the said trustees, other than that of treasurer of secretary, his place shall thereby be vacated, and the trustees at their next meeting shall proceed to supply such vacancy by election. ”

“ That for the immediate purpose of superintending the said Library the contributors shall annually on the day of electing Trustees choose thirteen persons whose duty it shall be to expend the monies previously appropriated by the Trustees for the purchase of books ”
