The U.S. Department of Defense's FON Program is comprehensive in scope. The Program encompasses all of the rights, freedoms, and lawful uses of the sea and airspace available to all nations under international law. The Program is actively implemented against excessive maritime claims by coastal nations in every region of the world, based upon the Department's global interest in mobility and access. ”

“ Law ensures that the sacrifice of non-citizens during a time of national need is met with an opportunity for early citizenship, to recognize their contribution and sacrifice.
In fact, today's service members are eligible for expedited citizenship under a July 2002 Executive Order and the military services have worked closely with the U.S. Citizenship and Immigration Services (USCIS) to streamline citizenship processing for service members. Since Sept. 11, 2001, over 109,250 members of the Armed Forces have attained their citizenship by serving this nation. ”

“ Information is an element of combat power. Commanders conduct information operations (IO) to apply it. Focused IO—synchronized with effective information management and intelligence, surveillance, and reconnaissance— enable commanders to gain and maintain information superiority. ”

“ Strengthening cooperation on cyber security to deter malicious cyber activities on national security systems, to attribute such activities, and to defend against adversaries effectively. Closer partnership of defense intelligence communities in support of military planning and defensive operations. This definition supersedes the definition of IO in FM 3-0. ”

Effective IO is an integrated effort that synchronizes the effects of IO elements/related activities to accomplish specific objectives designated by the commander. It is the means commanders use to mass the effects of the information element of combat power. ”

“ The Program depends upon the employment of U.S. forces from each branch of the Military Services, including the U.S. Coast Guard. The Program includes both FON operations (i.e., operations that have the primary purpose of challenging excessive maritime claims) and other FON-related activities (i.e., operations that have some other primary purpose, but have a secondary effect of challenging excessive claims) , in order to gain efficiencies in a fiscally-constrained environment. ”

“ The goal of IO is to gain and maintain information superiority, a condition that allows commanders to seize, retain, and exploit the initiative. It facilitates more effective decisionmaking and faster execution. ”

“ USCP confirms there is no requirement for DoD support in a phone call with SECARMY. The A/SD, in consultation with CJCS, SECARMY, and DoD General Counsel (GC) , reviews the Department’s plan to be prepared to provide support to civil authorities, if asked, and approves activation of 340 members of the DCNG to support Mayor Bowser’s request. Support provided in response to Mayor Bowser’s request includes support at: Traffic Control Points: 90 personnel (180 total/2 shifts) ; Metro station support: 24 personnel (48 total/2 shifts) ”

“ SECARMY directs DCNG to prepare available Guardsmen to move from the armory to the Capitol complex, while seeking formal approval from A/SD for deployment. DCNG prepares to move 150 personnel to support USCP, pending A/SD’s approval. ”

“ Advancements in automated INFOSYS und communications carry with them vulnerabilities commanders need to recognize and offset. Clearly, a force dependent on technology offers adversaries new opportunities to degrade its efféctiveness. Army forces face significant vulnerabilities due to their dependence on information technology. Army communications and technologies are becoming more and more dependent on commercial backbuoes and commercial off-the-shelf products and systems that are also readily available to potential adversaries. ”

“ Weapons of Mass Destruction Civil Support Team: 20 personnel; and Internal Command and Control: 52 personnel. A/SD also authorizes SECARMY to deploy a Quick Reaction Force (40 personnel staged at Joint Base Andrews) if additional support is requested by civil authorities. ”
