“ The Commander in Chief of the Royal Thai Army/Deputy Director of the Internal Security Operation shall be the chief officer responsible for the resolution of the state of emergency. The Commissioner General of the Royal Thai Police and the Commander of the 1st Army Area shall be the deputy chief officers responsible for the resolution of the state of emergency. ”

“ Article⁠2.⁠All the announcements, ordinances, and orders issued under the Emergency Decree on Public Administration in State of Emergency, 2548 BE, as a result of the Announcement of a State of Emergency in the Area of Bangkok dated 2 September 2551 BE, shall come to an end. ”

“ Whereas it appears that groups of persons are carrying out activities which bring about disturbance and lead to unrest within the Country, and which will as well result in detriment to the public administration and the confidence in the economic system, thereby affecting public order and posing danger to the security of the State as well as the process of democratic development and the exercise of rights and freedoms by innocent people ”
