“ By this Resolution you will perceive that you are at liberty to send one ship with all sorts of provisions to Angola, to convey, in return, Negroes thither. Please, therefore, seize on this opportunity as soon as possible, with the provisions which, you say you will have remaining." N. Y. Col. MSS.
