“ Each Executive agency shall review its current programs and practices and initiate new efforts to increase the participation of historically Black colleges and universities in the programs of the agency. ”

“ The Secretary of Education shall ensure that an immediate subordinate is responsible for implementing the provisions of this Order. (b) The Secretary shall ensure that each president of a historically Black college or university is given the opportunity to comment on the implementation of the initiative established by this Order. ”
