“ Add a requirement of dependency to the definition of child and define "dependent" as follows: "Dependent," in the case of any child, means that the participant involved was, at the time of the participant's death, either living with or contributing to the support of such child, as determined in accordance with such regulations as the Director shall prescribe. ”
