“ The Department of State shall not recommend issuing a license unless (1) it has determined that the export would not cause clear and significant harm to the foreign policy interests of the United States and (2) after appropriate consultations, it has received no objections to the export from the government of the foreign country to which the banned or significantly restricted substance is to be exported. The findings and recommendations of the Department of State shall be conveyed in writing to the Department of Commerce. ”
