“ For purposes of this section: (1) "legitimate domestic objective" means an objective whose purpose is to protect health, safety, essential security, the environment, or consumer interests; (2) "product approval" means a Federal Government declaration that a set of published criteria has been fulfilled and therefore that goods are permitted to be used in a specific manner or for a specific purpose ”
