“ It is hereby ordered that Passage Key, an island near the mouth of Tampa Bay, Florida, as shown on the General Land Office map of the State of Florida of date 1893, and situated in section 6, township 34 south, range 16 east, as the same appears upon the official plat of survey of said township approved March 17, 1877, be, and it is hereby reserved and set apart for the use of the Department of Agriculture as a preserve and breeding ground for native birds. ”
