“ Mexican, or so much thereof as may be necessary, is hereby appropriated out of any funds in the insular treasury, not otherwise appropriated, for the purpose of making a survey to ascertain the most advantageous route for a railroad into the mountains of Benguet, island of Luzon, and the probable cost thereof. ”
