Where, in relation to the export of any article specified in the Second Schedule to any country or place, there is in existence a quota system or an export authorization system, a licence to export such article to such country or place shall not be issued unless the person signing the application for the licence is the holder of a valid quota allocation certificate or valid export authorization relating to the export of that article.

Governor in Council Import and Export (General) Regulations 1971… (1971)

These regulations may be cited as the Import and Export (General) Regulations 1971, and shall come into operation on the day appointed for the commencement of the Import and Export Ordinance.
Interpretation. 2. In these regulations, unless the context otherwise requires—
automatic machine” means any mechanical device which is designed or adapted—
(a) to enable a person to release, set in motion, manipulate, control or direct the movement of any ball, projectile or other thing or any electrical impulse and thereby register any score or combination of scores
