And by taking court cases out of the hands of the federal government and putting them in the state hands, it could start to unwind the very successful system that has encouraged employers to provide insurance to their employees.

I think that the heart of the patients' bill of rights should be a patient's right to get the care they need in dealing with their HMO. If the heart of a patients' bill of rights bill is a matter that is of special interest to the trial lawyers, that's not what the heart of the bill should be. The heart of the bill should be people who, in their regular daily lives, have trouble getting the care they need from their HMOs.
