“ The purest question of form, that was ever presented to the mind of man—whether we shall combine in one united bill three measures, all of which are necessary, or separate them into three distinct bills, passing each in its turn, if it can be done. ”

“ Clause 2 specifically provides that if the President does not approve a bill 'he shall return it, with his Objections to that House in which it shall have originated, who shall enter the Objections at large on their Journal, and proceed to reconsider it.' That is, it provides in the same phrase and with no change in definition, that the 'House' to which the bill is to be returned is that which is to enter the objections on its journal and proceed to reconsider the bill. ”

“ Nature and Procedure.—In the matter of procedure there is no distinction between a Government bill and a private member's bill. Both are public bills. But a private bill is handled in a manner largely peculiar to itself. A public bill is one which affects the general interests of the state, and which has for its object presumably the promotion of the common good. A private bill is one which has in view the interest of some particular locality, person, or collection of persons. ”

Many bills originate in committee, some of them as substitutes. ”

Another was of General R——, formerly of the New York State Senate. At the regular session one day, the General gave notice that the following day he would introduce a bill providing a thermometer for every institution of learning in the State. The next morning the clerk was in his private office at the usual hour, reading the bills aloud, and placing them on file for the business of the day. ”
